Ljubisa Stankovic was born on June 1, 1960. He attended elementary school in Murino and Ivangrad. In Ivangrad he finished high school, as the best student in class in Ivangrad. As a high school student, he won the first place at the competition in Mathematics in Montenegro, and a gold medal in a Yugoslav festival of young technicians.

He studied electrical engineering at the University of Montenegro from 1978 to 1982. During the studies he participated two times at the Meeting of Electrical Engineering Students of Yugoslavia, winning both times the first place at the competition in Mathematics. He was awarded the gold plaque from the University of Montenegro as the best student graduating in 1982. The same year he was named as the best student in Montenegro.

Stankovic has finished master studies in communications in 1984 at the University of Belgrade. As a Fulbright grantee in 1984/85 he was at the Worcester Polytechnic Institute, USA, where he passed all doctoral exams and was appointed as a teaching instructor. He defended Ph.D. thesis at the University of Montenegro in the field of electromagnetic waves propagation in 1988.

Since graduation in 1982 he has been employed at the Electrical Engineering Department of the University of Montenegro. He has been a full professor since 1995. Stankovic was a member of Yugoslav Engineering Academy and a fist president of the Engineering Academy of Montenegro. Since 1996 Stankovic has been a member of the national Montenegrin Academy of Sciences and Arts (CANU). Stankovic is a member of the European Academy of Sciences and Arts since 2010. During two mandate periods, 2003-2005 and 2005-2008, Stankovic was the rector of the University of Montenegro.

Stankovic has published numerous scientific papers, over 150 of them in the world leading scientific journals. His papers have been cited about seven and a half thousand times, while the applications and developments of his methods were the topics of numerous papers of eminent research groups from all over the world. Famous professors from the USA, in their paper on the estimation of spectra of discrete signals, have divided all estimators into two large families, naming one of them as variations on the Stankovic's class of estimators. In two papers, celebrating the 50th anniversary of IEEE Signal Processing Society, contributions of Stankovic are cited by the name.

In the period of 1997-1998 and during 1999 and 2002 he was at the Ruhr University in Bochum, Germany, supported by the Alexander von Humboldt foundation. At the beginning of 2001 he was at the University of Technology in Eindhoven, Nederland, as a visiting professor. Several times he spent a period of time at the universities in Brest and Grenoble, France, working on common projects. He is a visiting academic at the Imperial College, London 2014-2015. Many times prof. Stankovic was a thesis advisor and a member of Ph.D. thesis defense committees, including several theses in Nederland, Australia, France, and India. In the period of 2001-2003 research of the group lead by prof. Stankovic was supported by a grant of Volkswagen Foundation in Germany. Research of prof. Stankovic was financed for the period 2003-2013 by the Ministry of Defense, R&D Department, of the Government of Canada.

Stankovic was a member of the IEEE Committee for Theory and Methods in Signal Processing from 2002 to 2008 and a member of the Steering Committee for the Higher Education of the Council of Europe. Stankovic was one of the editors in the world leading journal in Signal Processing, IEEE Transactions on Signal Processing. He was one of the editors in famous journals IEEE Signal Processing Letters and IEEE Transactions on Image Processing. He was also a guest editor of several special issues in signal processing, including several issues of respectable journals printed in the United Kingdom from the IET (former IEE) edition. He a member of Editorial Board of Signal Processing journal published by Elsevier and a Senior Area Editor of the IEEE Transactions on Image Processing.

Stankovic was awarded the highest state award of Montenegro in 1997 for his scientific achievements. In a period during 80's, he was active in art photography where he had recognizable achievements on exhibitions in Montenegro and Yugoslavia.

Stankovic was active in the political life of Montenegro and Yugoslavia. He was one of 6 members of the Montenegrin Presidency (1989-1991), president of the Socialist Party of Montenegro (1990-1993), president of the multiparty Democratic Forum that established conditions for multiparty system and first democratic elections in Montenegro in 1990, president of the Alliance of Reformists of Montenegro (1990-1992) and a candidate of this Alliance for the president of Montenegro on the first multiparty elections in 1990, a member of Montenegrin Parliament (1991-1992) and a member of Yugoslav Parliament (1992-1996). In 2010 Stankovic was appointed to the position of ambassador of Montenegro to the United Kingdom, and ambassador of Montenegro to Ireland and Republic of Iceland.

During 2013 his textbook “Time-Frequency Signal Analysis with Applications” (668 pages) is published by one of the world-leading publishing companies, Artech House, Boston, USA. His chapter on time-frequency analysis (120 pages) is published in a reference book Academic Press Library in Signal Processing, by Academic Press, at the same time on all continents in 2013. He also published a textbook "Digital Signal Processing with Selected Topics" in 2015 on Amazon's CreateSpace.

Ljubiša Stanković je rodjen 1. juna 1960. godine. Osnovnu školu je učio u Murini i Ivangradu. U Ivangradu je završio Gimnaziju, kao najbolji učenik u generaciji. Kao srednjoškolac je bio prvi na republičkom takmičenju iz matematike i osvojio zlatnu medalju na smotri omladine tehničkih stvaralaca Jugoslavije.

Elektrotehnički fakultet Univerziteta Crne Gore je upisao 1978. i diplomirao nakon 3 godine i 9 mjeseci sa prosjekom 9,98. Kao student dva puta je učestvovao na Susretima studenata elektrotehnike Jugoslavije (1980. i 1982.) i oba puta osvojio prvo mjesto na takmičenju iz matematike. Dobitnik je zlatne plakete Univerziteta kao najbolji diplomirani student za 1982. godinu, a te iste godine je bio proglašen i za najboljeg studenta u Crnoj Gori.

Stanković je magistrirao 1984. godine na Elektrotehničkom fakultetu u Beogradu, na smjeru Telekomunikacije sa prosjekom 10. Kao dobitnik Fulbrightove stipendije, boravio je školske 1984/85 na Worcester Polytechnic Institutu, SAD, gdje je položio sve ispite na doktorskim studijama sa najvišom ocjenom A i bio izabran za predavača. Doktorirao je 1988. godine na Elektrotehničkom fakultetu u Podgorici u oblasti prostiranja i zračenja elektromagnetnih talasa.

Stanković od diplomiranja 1982. radi na Elektrotehničkom fakultetu Univerziteta Crne Gore. U zvanje redovnog profesora univerziteta je izabran 1995. godine. Stanković je bio član Jugoslovenske inženjerske akademije, član je Inženjerske akademije Crne Gore, čiji je bio i prvi predsjednik. Od 1996. Stanković je član Crnogorske akademije nauka i umjestnosti (CANU). Član je Evropske akademije nauka i umjetnosti (European Academy of Scineces and Arts) od 2011. Godine. Član je Academia Europaea od 2013. Stanković je u dva mandata bio izabran na funkciju rektora Univerziteta Crne Gore za period 2003.-2005. i 2005.-2008. godine. Stanković je član International Advisory Boarda Alexander von Humboldtove fondacije od 2016. godine.

Uz podršku Alexander von Humboldtove fondacije, Stanković je u periodu 1997/98, 1999 i 2002 boravio na Rurskom Univerzitetu u Bochumu, u Njemačkoj. Pocetkom 2001. godine je boravio na Tehničkom Univerzitetu u Eindhovenu, Holandija, kao visiting profesor. Više puta je boravio na univerzitetima u Brestu i Grenoblu, Francuska, radeći na zajedničkim projektima. Stanković je bio mentor i član brojnih komisija za odbranu doktorata uključujući i doktorate u Holandiji, Australiji, Francuskoj i Indiji, a tokom 2012/2013 godine je bio visiting akademik na Imperial Collegeu u Londonu, UK. U periodu 2001-2003 naučno-istraživacki rad grupe na Univerzitetu Crne Gore, kojom rukovodi Stanković, je podržan od strane Volkswagenove fondacije, SR Njemacka. U periodu od 2003-2013 naučni rad Stankovića, u oblasti obrade radarskih signala, je finansiran i od strane Ministarstva odbrane, odjel za istraživanje i razvoj, Vlade Kanade. Intenzivno saradjuje na istraživanju sa kolegama iz mnogih zemalja širom svijeta.

Stanković je bio član IEEE Komiteta za teoriju i metode u obradi signala od 2002. do 2008. godine, kao i član Komiteta za Visoko obrazovanje Savjeta Evrope. Stanković je bio jedan od urednika i u časopisima IEEE Signal Processing Letters, IEEE Transactions on Image Processing i IEEE Transactions on Signal Processing. Sada je član redakcija časopisa IEEE Transactions on Image Processing (u zvanju senior area editor), Signal Processing (u izdanju Elseviera) i IET Signal Processsing.

Stanković je 1997. godine dobio najvišu nacionalnu nagradu "13. jul".

Stanković je bio aktivan i u političkom životu Crne Gore. Bio je profesionalni član Predsjedništva Crne Gore (1989-1991), predsjednik Socijalističke partije Crne Gore (1990-1993), predsjedavajući Demokratskog foruma, kao prvog stalnog višestranačkog tijela formiranog 10. januara 1990. uz učešće svih partija i drugih političkih organizacija i udruženja, koji je imao zadatak da stvori zakonske i adaminstartivne pretpostavke za održavanje prvih višestranačkih izbora u Crnoj Gori. Stanković je bio predsjednik Saveza reformskih snaga za Crnu Goru (1990-1992) i kandidat za predsjednika Crne Gore ovog Saveza na prvim  višestranačkim izborima odražanim 9. decembra 1990. godine, poslanik u Skupštini Crne Gore (1991-1992) i poslanik u Skupštini Jugoslavije (1992-1996). Stanković je u periodu od 2011. do 2015. godine obavljao dužnost ambsadora Crne Gore u Ujedninjenom Kraljevstvu Velike Britanije i Sjeverne Irske, kao i ambasadora Crne Gore na Islandu i u Republici Irskoj.

U jednom periodu, sredinom osamdesetih, se bavio umjetničkom fotografijom, gdje je takodje imao zapažena ostvarenja na izložbama u Crnoj Gori i širom bivše Jugoslavije.

Stanković je objavio veliki broj naučnih radova, od kojih preko 150 u vodećim svjetskim časopisima. Radovi su mu citirani oko 7500 puta, sa h indeksom citiranosti 46. Primjena i razrada metoda koje je on definisao je bila tema mnogih radova objavljenih u najrenomiranijim svjetskim časopisima od strane vodećih naučnika u oblasti obrade signala iz Evrope, Amerike, Australije i Azije. Poznati profesori iz SAD su u svom radu o estimacijama spektra diskretnih signala sve estimatore podijelili u dvije klase od koji su jednu imenovali po tvorcima algoritama za brzu Fourierovu transformaciju, a drugu su predstavili kao varijacije na Stankovićevu klasu estimatora. U dva teksta koje je vodeće svjetsko udruzenje u oblasti obrade signala, IEEE Signal Processing Society, objavilo povodom 50 godina postojanja citirani su doprinosi Stankovića po imenu. Za doprinose u nauci najveće svetsko udruženje u oblasti elektrotehnike IEEE sa sjedištem u New Yorku mu je dodijelilo najviše zvanje Fellow IEEE.

Pored brojnih naučnih radova objavljenih u vodećim časopisima i poglavlja u referentnim knjigama svjetskih izdavača, Stanković je, izmedju ostalog, u SAD objavio udžbenik “Time-Frequency Signal Analysis with Applications” (668 strana) u izdanju jedne od vodećih izdavačkih kuća u svijetu, Artech House, Boston, SAD, 2013. Objavio je poglavlje od 120 strana u referentnoj monografiji Academic Press Library in Signal Processing, objavljenoj 2013. od strane Academic Pressa. Po pozivu je napisao poglavlje “Sparse Signal Processing - An Introduction” za Wiley Encyclopedia of Electrical and Electronics Engineering, John Wiley and Sons, izdanje od 2017. godine. Stanković po pozivu upravo piše knjigu na temu grafova i frekvencijske analize za izdavačku kuću Springer. Knjiga će se pojaviti do kraja 2018. godine.  

Za rad objavljen u časopisu Signal Processing, u izdanju Elseviera, Stanković je 2017. dobio godišnju naradu Evropske Asocijacije za Obradu Signala (EUSIP) za najbolji rad objavljen u časopisu u oblasti obrade signala. IEEE udruženje za obradu signala mu je dodijelilo nagradu za najbolji rad "2020 Best Column Award" objavljen u najcitiranijem časopisu tog udruženja, IEEE Signal Processing Magazine. Na prestižnoj konferenciji IEEE udruženja ICASSP 2021, Toronto, na kojoj be bilo oko 2.000 sopštenih radova,  dobio je nagradu "Outstanding paper award".

Od 2016. godine Stanković je potpredsjednik Crnogorske akademije nauka i umjetnosti.
